A Special Permit granted under Sec. 88 of the MV Act for the occasional carriage of persons for a specific event (religious yatra, pilgrimage trip, political convention, sports event, marriage barat etc.), typically for a vehicle holding a stage or contract carriage permit but needing to travel beyond its usual route for the event.

Surveyor's verdict / key conditions सर्वेयर की जाँच
Verify (i) the special permit was in force on DOL and covered the trip, (ii) the event listed on the permit matches the actual trip, (iii) seating / standing capacity within permit, (iv) regular Fitness / Tax / Pollution all current. A frequent pitfall is a special permit obtained for route A used on route B (not covered); another is overcrowding on event-day trips — a classic insurer rejection.
